Seeing as bike shops need to sell stuff as much as any other shop, and unsold stock takes up space, I'd say make them an offer.
I bought a bike selling for £650, discounted from £1000, for £400 as it was gathering dust in the shop for a year after making such an offer.
So give it a go, you've nothing to lose.
