Edit: 49 should read title, if you can stretch to 50 or 51 it may be slightly easier...I've also seen 650 wheel size frames where 49 is more common.

You guys are amazing! This is way better than I hoped. I'm gonna have a look through all of these.
I'm a bit clueless about what TT size I need etc. Im 5'3" and usually ride a 49cm at home so that's where I'm going from.

I am 5"5 it but prefer 51-52, but 50 also works for me. It depends a little on your upper body length.
http://www.competitivecyclist.com/Store/catalog/fitCalculatorBike.jsp is very good, but ultimately a cm here or there doesn't matter.
ahead stems under 9 cm are harder to find, quill stems are easy to get very short too. That's the only practical thing I've noticed :)
