Out of interest, why do you want to move it all to the front?
Also do you want to attach the rack to the crown where the brake caliper is mounted? If so the Nitto M-18 rack is probably what you're looking for.
Might help use give suggestions that are useful to you.

on my commute I'm up and down kerbs and can feel the extra weight hitting the wheel on the kerbs as I roll up them.
Also for somewhere to fit a decent light now that it's coming into the winter.
yes, fit to the fork crown, although my day one has V brakes on it..
I saw the M-18, but thought it may be too narrow for a larger bag.

I use the Gamoh Porteur, Chrome Duffle combo a lot of people on the forum use and it's perfect for commuting.

Have a look at Big X Top bags - there's a thread on here. Search British made bags. They do 2 sizes. One uses a qr mount on the bars.

OK, I now have a rack but need a good sized bag.. basically it's for commuting so needs to be big enough for shoes at the base, cloths on top then lunch and snacks on top of that.. looked at the chrome duffle 40, but not sure it would fit between a set of drop bars.. so something slightly smaller would do the trick.. any suggestions?

Talk to this guy, he will hand make something to suit, at a very fair price.

Great, thanks..
Hi,
I looking for a front Rack and bag combo for my genesis single speed, I would also like to mount a light on it too. in black
Requirements:
Rack - fitted to fork at top behind brake and each side by eyelets midway down fork leg, wide enough for a reasonable bag
Bag - large enough for a change of clothes - shoes, socks, towel, shirt, jumper and my lunch box + apple, etc etc.. waterproof and easily fixed to the rack
I currently use a toppeak rack and MTX bag with fold out side panniers which is big enough.. but would like to move it all to the front..
Thanks
Adam
