I think Col-de-croix-de-fer is closed to cars untill 11:30 on a Thursday each week during the bike season. Something like that anyway.
Personally if theres traffic when I'm climbing I dont really care. I'm barely moving. But I hear a lot of People base rides and travels on traffic conditions.
With roadie-ing up mountains getting ever more popular you'd think the ski villages would be pushing for more stuff like this.

The province leader for Gavia and Stelvio has a dream of closing the roads one a week and making them exclusively for cyclist use.
Damn that would be cool.
