I have no idea. A brief search leads me to think that it looks like some kind of nepalise/Indian mountain dog but really have no clue.
It reminds me of a Tibetan mastiff but I'm pretty sure it isn't one.

That is a horrible construction for a front rack though. Please consider something that is supported from the axel of the front wheel.

You can't support this from axle as it is bolted to frame so it doesn't turn with bars hence the stem height... As long as the rack is rigid/strong it's effective - kronan aren't known for making stuff light so I'm guessing it's up to the job

It is still a horrible way of distributing the forces on to the frame. To make the rack strong enough to work like this, they over dimensioned the steel tubing and brackets. It is much to heavy when compared to actual carrying abilities.
Better off getting a Cetma cargo rack for utility duty or Soma or VO Porteur for looks... -

Unfortunately in Poland we have only Basil "racks" and stuff like that, so it's quite difficult to buy anything... and import stuff like Cetma or VO is pricey.

Swedish postie bikes use the same way of mounting the front rack as the kronan does and they are pretty much bombproof..

Agreed, had one of those racks on my bike for a day and promptly took it off.
Heavy as hell and the fact that it doesn't turn with your bars means you can't really put stuff on the rack or otherwise you'll steer into it. You also can't really mount a brake since the cable will be in the way of the rack (at least in my situation).
