Interesting - so The Royal Parks (TRP) think they can build the platforms then send TFL the bill? Or are they saying they are going to do it anyway, with their own funds?

I think they are tying in their contribution, closing gates etc, to tfl's contribution, money for speed bumps.

Why are people so fucking wedded to speed bumps?
