That is actually a great idea for extreme weather with lots of wind chill. I'd see the touring crowd maybe taking that up.
But for cycling in the rain, on a road bike, hrmmm.....

A solution to a problem that doesn't really exist. Proper gloves are better and won't be so aerodynamically dreadful.
Motorcycle style handlebar muffs are a far better solution than these things.
