My rainwear needs are probably a little different from most. I do hot food deliveries on my bike a few times a week, so it's not one ride then changed into dry clothes like a commuter. It's several runs with long periods on sitting around being damp. No real easy way of mitigating that too much.
When i'm out on my roadbike for fun I definitely use overshoes etc. Mudguards probably the most important thing, without them your arse, legs, back and feet get a lot wetter, a lot quicker. Can't understand any commuter who doesn't use them.
As a resident of Glasgow, this makes me cry a little.
