Ah, so the standard UCI response of

why have one clear set of rules when you can have multiple, somewhat contradictory sets of rules that will be applied arbitrarily

More like the standard UCI response of "We don't understand it, let's ban it". There are not many reasons to ride fixed in an ITT, but there's no good reason to ban it.
