Go all out, road disc tubeless
I am using pacenti sl25's on hope hubs for one bike - with schwalbe ones 28mm. They are on my work bike - mechanical 11sp shimano with hydraulic discs. That bike has mudguards and rack and is often heavily laden.
Also I have Reynolds Assault disc wheels - but probably a little more speed orientated than what you need.

I have Stan's Grail with novatec hubs in my bike. Would recommend, lots of gravelling and off road abuse.

Toured from Copenhagen to Warsawa with lots of gravel on the good old Cinelli Carbon disc wheel
Will be putting a tourer together and will set up with disc wheels as will be doing a lot in Alps and Pyrennes so will be doing a lot of descending.
Looking at DT swiss R24 splines - any better recommend for around similar price - first move into roadbike with disc stoppers so recommends appreciated
