If I've got enough clearance to run a 650b wheel in a 26" frame is it also likely I'll be able to get a v brake to reach the rim?
Why would you want to, for a specific tire? Do you have 559 wheels already? With a 12.5mm difference in brake drop it'd be a bit of a stretch, you'd more than likely have to switch brakes. The bigger wheels will be heavier.
