JB has a build that is pretty much what I am after. I think sticking with rim brakes makes the most sense..I can get what I need with them (28mm + mudguards)

JB has a cross check to run bigger tyres though so 28c for him is 'skinny'. You have a 'skinny' tyre bike ..

Personally I'd just copy JB's. Keep it simple. You understand how the parts work and what to buy.
I'd just ask the builder to make the clearance as big as he can with what ever brakes you're thinking.
I think Amey's idea of mini v is a good one.
