Technically he is not.

The Highway Code and I beg to differ.

Technically, it is not illegal to walk on the road, unless it's a motorways.

It's not illegal and I never said that. Just that he is in the wrong for attempting to cross the road with moving traffic.
He is taking a risk and putting other people at risk. If a car did run him over an insurance company wouldn't give him a dime. So technically he ain't in the right
