She didn't cut him up. He is in the wrong for wandering into the road. This idea that pedestrians have the right of way seriously annoys me. Highway Code states "If traffic is coming, let it pass". She and her bike are traffic, he should wait. As a cyclist one of the dangers are pedestrians walking into the road, just like this guy.
