Go for the Compass version, they're even lighter.
They're never cheap but they're fantastic tyres, the supple nature mean they actually more puncture resistant than says, 28mm GP4000s.

cheap; low maintenance 1x10(11) set up for commuter? Ideally involving shimano and ideally DT shifter. Also need road Q factor 165mm crankset and a wide cassette; bigger jumps are ok.

Anything, don't do 11 speed as the chain wear out surprisingly quickly, I'm on my 4th one in 2015, whether on the original 8 speed 650b, it last a year.
If you really looking for low maintenance, go 8 speed, 11-28 have a reasonable jump in the middle paired with a 44t chainring.
Can work with any 8 to 10 speed derailleur, and 8 speed chains are cheap as chip too (even cheaper due to it's longevity).

cheaper the better (also reliable); the original plan of SS Talbot for missus has now been 'upgraded' to 1xsomething ..
what crankset do you suggest?

They're all pretty heavy though.
