Imagine a minimum wage, two job cleaner living on Rotherhithe. If they work in Canary Wharf, they're still taking cycle/bus/tube/train the long way round because an extra £750 a year wouldn't be an afforable expense, even if the boats are bigger and carry more bikes
I agree with you regarding lack of provision for this demographic, but those in charge of London have already shown that they are happy for such people to bus in from the depths of Zone 6 so that people's toilets can be cleaned. They are not about to build them a bridge, not unless there's some 'regeneration' kickback.
You would be better served sinking money into a discount Oyster scheme for low-paid workers than another 'flagship' project.

Bridge and open door solution:
Border controls on every bridge, with mandatory shootings for anyone who looks, sounds, or has a name that seems a bit forrin, and straight to the gulag for anyone unable to produce papers.
This will solve many problems, especially those to do with housing, population, and congestion on the roads. Vote bothwell! The common sense voice of the common people!

How can a Labour mayoral candidate take money from property developers? What do the donors expect in return?
Subsidise the ferry service for a year (to allow heavily discounted journeys) and see what results.
Still probably cheaper than paying Arup (the consulting engineer, not the audaxer) to bung out some studies on a bridge proposal. Not to mention your yearly maintenance / revenue budget once the capital is spent.
