Sounds like the bung is a boat anchor that will punish you on climbs then suddenly kill you in the face with fire on a descent.
Buy an extralite.
And a new fork?
Then only reason I can think of that they do it this way is so they can lighten the steerer on the proviso that the clamp area is braced by the bung and top-cap.
