Definitely doesn't have to be new. I would probably prefer an older frame from purely aesthetic reasons.
But finding an older frame with a 58/59 toptube, 60+ seat tube, eyelets and decent clearance is challenging

Lovely, but if I'm being a pedant:
Why have the gear lever on the left of the bar? Rear gears always shift with right hand.. Looks odd.
That rear rim (Mavic 721) has no braking surface. Its a DH rim so will be overbuilt but even so the braking will be shocking (but then it is a 'mullet' with a rear canti so its already pretty much 95% front wheel stopping power only anyway).
Different coloured brake cables (upper part of rear brake cable is black, rear part and front brake cable are pink - all pink would look good). All (gear and brake) matching only.

Ah, found it. Turns out they're good cantis (Suntour SE). But even so they'll not stop that wheel well without a braking surface.

Surface big enough for rims brakes, still can be used with brake, abet squeal for the next couple weeks.

Depends if they've built the wall up enough.
Plus they'd not just squeal they'd barely work.
Do you not remember the Mongoose single speeds where they painted the rims? No braking until the paint melted or chipped off. It killed brake pads and didn't really stop the bike. -
