Annoyingly, the HT/DT joint (which looks most suspect) is obscured in the photos. If that had been the same it might have just been an oddity in the design?
Looks like a different frame though, due to the wear on the top tube.

My thoughts too, not a simple touch up job on an Alu frame if it were the same one.
From experience you might expect to see some flaky paint if the Alu had bent? (which in turn raises concern about the TT/HT on the post I linked you anyway)
Has it already been posted? Might be worth asking him to knock the stem out, see if it all comes out cleanly / if not grab a refund
I'm holding out hope for you, I have a similar era Alu De Rosa and the geometry on that is somewhat questionable though deliberate

Don't know if it's the same bike, but this previous listing seems to have the same geometry by the HT?
Can't really be 100% cos of the photos...
