I'd say it was hydro dip that has been painted over the top with a fade and white, judging by the finish that's my best bet. I've seen plenty of hydro dipped frames but not one that has been used as a base then painted over.

Its an old school technique from the garish days of 70's choppers/ hot rods. Its a special paint that you wrap clingfilm around and remove before its hardened. i'd imagine he does the marble base coat as a black/white, and then does the fade over the top with tinted lacquers, or 'candies' if you're american.

I've been looking at Legor Cicli's instagram a lot recently. Amazing paint jobs, no idea how he gets that marble effect.
