Given what we have been told of the story so far I'd say it's pretty clear where it is.
Having done a bit of googling it would appear that as the goods were sent accidentally, the buyer is under some sort of obligation to make them available for collection by the seller but I think the buyer can set the terms of this and a deadline after which he is entitled to keep the goods.

I would have done the same as the buyer who was bored of the "I'll send it tomorrow" line. There are a lot of time wasters on eBay and you could have just been another one.
However, what I wouldn't have done is kept the frame. I would have asked for postage costs and returned it the next day or asked you to come and collect it. -

I didn't need closure.
It has to do with him trying to trace its whereabouts so that he can hopefully reclaim it. It could be sat in an office gathering dust.
