In my experiance the alternative to going through a tunnel, is a road which hasnt seen upkeep since the tunnel was completed.
So basically most local cyclists will just head through the tunnel. Unless its a uber long under water tunnel. Then there'll be a ferry alternative.
Just make sure you have lights.
If the tunnel is explicitly banned to cycles is there usually another way around?
