given the fact most njs frames are quite similar performance wise

Any bike that have been stamped with the NJS and approved for race are all equally good, so the cheapest NJS frame you find will be just as good as the most expensive NJS frame (providing both don't have scratched, dent etc.).

The builder is certified to produce frames with an NJS stamp. They can use different tubing and build different forks. Yes they are all good but the cheapest will not be just as good as the most expensive. They are different.
