You could probably get there with a large number of shims, inverse shims and adapters but its probably easier and cheaper to just get new bars.

You needs a 1insch to adead adaptor. Then you can use a stem of the notmal wariety to attach the handel bars. However, unlessyou;re an artist, it will end up looking ugle.

Just bang the adapter as deep as possible (slam it into the steerer tube!) use a spacer below the stem, if necessary.. nobody on earth will notice it from afar IMHO.
no problem with running those adapters on threaded forks. And the deda ones are quite light (albeit, be careful! they convert 1" threaded to 1" threadless.. you'll need a shim for most stems..)
btw, "noname alloy" quill adapters cost around 2.5 bucks here, so, they also can be quite cheap, though heavy (190 grams measured for 1"-->1/8&1" converter, noname alloy with steel nut)
slam the thing and it wont look out of place..

Ahead or quill stem?If it's Ahead, 1" stems aren't common; far easier to use a 1 1/8" stem with a shim to reduce it to 1".If it's a quill stem, OS clamps aren't common (if available at all) and he'll need new handlebars that fit the stem, which will be either 26.4mm, 26.0mm or 25.4mm.
Alternatively, you can use a threaded-to-threadless converter as described above.

I'm rebuilding a bike for a friend, the frame requires a 1 inch stem but the handlebars he has given me need a 31.8mm clamp. How can I resolve this for him?
