Unusual to have a frame in team colours before the team started. They were Mapei before, IIRC.
Where did you find it? The ones I see are nearly always alloy

Indeed.. Have only seen one other steel frame in this colorway before (a Strada O.S. been sold on here). So I guess they just painted some steel frames they had still laying around at the time? I have no clue..
Found it here in Antwerp. Went riding my bike this afternoon with my girlfriend, stumbled upon some "vintage" market. They were packing in, bike was there, made a deal, bought it :-)

On topic: how rare is this? MX-Leader in Team Domo colors.. Frame is from '96/'97 (code F), Team Domo was 2000/2001.. Original paint btw, has the sticker on the downtube. Full Campa Chorus 9 speed.
