Having done it myself I would avoid using stages on an omnium, as it changes the q factor by 5-6mm - you can compensate but its a bodge. If you want to use stages, you are best off switching to dura ace cranks and getting a specific 7710 stages arm.
If you want accurate track power the cheapest solution will be a second hand track powertap.
The best solution is a Srm (£££ though) and the next best thing is a power2max track - though that will reastrict you to silly rotor track cranks.
People here may disagree but Vectors are a stupid idea as pedals are essentially disposable parts in racing, and you have to use crappy exustar pedals. There is a reason the Garmin Cannondale team riders dont bothet with them, even when they are paid to use them. Not to mention that to accurately install them you need a torque wrench.
