Subsidise the ferry service for a year (to allow heavily discounted journeys) and see what results.
Still probably cheaper than paying Arup (the consulting engineer, not the audaxer) to bung out some studies on a bridge proposal. Not to mention your yearly maintenance / revenue budget once the capital is spent.
