Yes, they are allowed to be there and they are allowed to sprint out from behind stationary traffic etc. It's dumb a shit but not illegal.
Having a bath while being by surrounded by electrical appliances is dumb as shit, but being dumb as shit isn't illegal.
People will try and jump under you front wheel, just don't let it be a thing, do whatever it takes to go around them.
Give yourself space in the lane, taking prime on a road that has parked vehicles is always a good shout to give you time to dodge peds, plus you won't get doored/less chance of getting pulled out on. Also give yourself distance when there is stationary traffic on your side.
I utilise vehicles in places like Westminster Square and Elephant & Castle that have blind corners. I surround myself with metal, peds will still run out into the road but they'll run into the side of a taxi instead of you.
And if you are filtering through stationary traffic just take it easy like you were on a motorbike.
Peds are becoming the real danger on the roads, countless times they step out from between buses/parked cars. Cross on green for road users or walk in the road with out looking because the pavement is busy.
