Yes it is, I did a shortcut and used a bit of harsh material with nail polish removal for quick (10hrs and 2 days) results which left frame flat and I fucked up clear coat. However the original paint is too ratty to clear coat it and the frame have two repair spots which seller didn't mention about. @Uoeno @Francium87 ;P

Its amazing that the previous owner covered it in crap paint when it looks that good. Top work! Is the paint on the frame a bit flat compared to the forks? get some car polish and wax on it.
