Re: the whole rim width/ tyre thing. If you're going to run narrow rims, just buy a high quality 23mm or a 24mm tyre like a Vittoria Corsa CX/SR (respectively).
25's can roll in corners once they've stretched if you really push them on narrow rims and can feel quite sluggish. If you run 23's that are 32otpi they will be nice and supple, which should give you a bit more comfort if you play around with tyre pressure.
You are also probably overthinking all of this.
