Yes. 21mm is the old standard for external width, 13.4mm for internal.
Any old wheels is likely to have between 13-15mm internal width, so with that in mind, the best combination for speed and comfort is 25mm (Although 28mm is fine, just you won't retain the advantage of that width on such narrow rims).
