I was wondering that as well, it seems a bizarre rule.
Just caught the highlights programme, Haas seems like a more likeable Second Place Sagan. I like jokers.
Also, the pixelated bits after JC's crash suggest that JC Jr might have been peeping out after his crash, did anyone see that on the live stream? If so, any signs of doping evident?
And why are we supposed to hate GVA?

Bauke Mollema (Trek Factory Racing) had a brief scare when he punctured in the rapid run-in to Rodez at the finish of stage 13 of the Tour de France, but luckily the flat happened inside the final 3km and he was awarded the same time as stage winner Greg Van Avermaet (BMC)
