Chris Boardman mentioned something about this on his recent TV spot about Utrecht. He mentioned that in spite of all the bikes he'd not seen one single 'cyclist' just 'people on bikes'. I think its a fairly common and widely accepted distinction (albiet not a great one).
Personally I'd rather see more 'people on bikes' than more cyclists.
You're taking this a little too seriously.
By non-cyclist, I mean people who ride bicycle just for transportation, this is usually the best way to describe it, rather than being snobbery and looking down to those who just ride because it's useful.
