I've always measured a2c to the top of the cutout on the dropout and from crown race seat to dropout. Seems that this way actually creates the same measurement (at least in this case) as parallel to steerer and to centre of axle.
Will amend my methods.
For clarity:
Measuring diagonally from crown race seat to dropout it's 385mm to the top of the dropout slot, about 390mm to where the centre of the axle would be.
Measuring parallel to the steerer makes it 380mm to top of dropout, 385mm to centre of axle.
