Definitely surly track ends. steamroller welds ain't that smooth... that looks filletbrazed.

I think you can buy the "cast dropouts" though; good spot.

However, they look original to the chainstays...no idea.

Dude built that frame himself a few years back. He's pretty clever, may have just fancied adding the wishbone at some point.
Yeah, he used the Surley ends, its fillet brazed throughout, also has drum brake on the front.
