On the front - YES - go 22mm. On the back - probably not.
How deep are the rims? I wouldn't worry about tyre aeros too much if it's on a road bike.
It depends.
Generally for aero you want the fitted tyre width to be less than the rim width. For comfort, handling, rolling resistance, tyre choice this might not be best.
