Chrome in the pictures is dirty and full of little oily/dirt drops. But it lack any decals so mybe it had some painted areas in begining.
Wheels - campagnolo hubs on anodiset dark grey rims, rear mavic gp4 (5 speed sach freewheel), front rim is nisi. Glued tubular cx tyres. It has been cx for sure, crankset has single ring with bashguard from bout sides.
Clarification - dropouts 'Shimano-SF'
Maybe someone knows something more?

Also, looking at the condition of the chrome in places is definitely been part painted at some point. The wheels are much better than the rest of the components, and the frame is likely Columbus/Vitus quality steel if its French/Belgian.
