Raleigh made full chrome/painted frames like this in the 80's (I bought one for a friend last weekend and we just stripped it back to full chrome. It's typical Raleigh spec kit, but the cantilvers and the lugs suggest maybe something more French/Belgian?
Could have been a cyclocross bike at some point.
