Brake behind the fork for the aeros. Brake in front of the seat stays to keep it out of the way of the pusher off :-)

Yes, the Modolo Kronos levers are the clue. I think roughly that build would have been used in the World Championship TTT just before lo-pros took over, back when the championship was a proper race for 4-up teams over 100km, not the nancy-boy 6-up ~50km version they do now
