I am a relatively lofty 5'8" but after many years of experimentation I can confidently say without any doubt, I belong on a 650c / 26" bike.
Smaller wheels also immediately net you a massive weight saving on the whole bike (Youd pay HUGE £££$$$'s to make an equivalent weight saving!) - The Geometry is perfect and not compromised to avoid toe overlap etc, the bike is much shorter overall making it easier to control and chuck around.
Its just BETTER. The only benefit of 700c would be a greater availability of tyre options.
