I am 5 foot 4 inches and me and my tits manage perfectly well on 700c wheels. Does she actually need or want a woman's specific model? I use non-gendered models and, again, me and my tits manage perfectly well.
Trek Lexa seems popular with the ladies. Spesh Allez is a pretty decent bike that goes for 600-750 new, you should be able to find one on the 'Bay in her price range.
