will see if it works as it is now. But the idea about stripping the anodizing off the black headset is brilliant. I would have used the black headset but it turned out to be JIS with a crown face diameter of 27mm. However I can use the top part of the headset.
It would be great to have another pelizzoli fork but they gonna charge at least £150.
do you know if it is normal to not have a cutout for lockring on the steerer?

I think you should contact Pelizzoli, explain the situation, and see if they can help. For eg they might be able to cut the steerer and weld a longer one in place. With any luck they'll be able to help and as you bought the frame from them hopefully not charge you too much.
Otherwise maybe buy a new chrome fork or strip the anodizing off the black headset and polish it.
