Is your neighbour treating it now? This happened to a mate last year when selling his flat, the neighbouring property had knotweed picked up in the survey and his valuation until it treated was zero.
They got it treated straight away (delayed things a bit) and the survey happened again and was fine.
If you try a different lender and keep quiet, it would be fraudulent you need to get your neighbour to treat it immediately.
