I'd go for option classic ladies, can't beat hub gears totally maintenance free. If you don't want or need gear go for front rack.
Commuting the very handy things are:
Mudguard eyelets / clearance
Carrying possible (rack eyelets or front rack)
Then if its an unsafe lockup consider "uglyfying" with tape, stickers etc and 2 very good locks. If its really awful a used cheap n cheerful might be better...
