That would only be true if the banker or MP got a six month term for nicking water, which of course they wouldn't. Punishment appears entirely dependent on social standing, which is why people convicted of benefit fraud are dealt with much more harshly than those falsely claiming expenses. Gotta keep them in their place.

Steal thousands as an MP: Just pay it back.
Steal £1000 as a middle class woman: £325 fine.
Steal £3.50 as a student: Jail for 6 months.
