My mum does decoupage (decorating technique on stuff) and there's special 'cracking medium' which is applied to top layer of paint when wet and causes this effect. So maybe sth like this.

Basically what beret said, if you google crackle paint bicycle you get a few fuji examples. Ive got an example of a spanish road bike company using the same colour way at home and will link if I can escape the library, but basically looked like this -

You kinda need to feel the paint job to really appreciate it, its not a smooth finish at all and it feels a bit like a volcano
