This is generally true, because of this:
Hoop stress from the tyre carcase isn't the only load which the rim has to tolerate, but it tends to be the limiting one with properly designed rims. Obviously with Stan's rims, all bets are off :-)
That's a pressure chart for different tyres, not for a specific rim. You can't even mount a 50mm+ tyre on an A319.
