I believe @finger_jockey can give you pointers.
Ceeway do sell stuff in bulk:
http://www.framebuilding.com/I have purchased a box of 100x brake cables for £35 posted about 18 months ago, still not half way through...
(and come to pick up your bike!)

i can do you a bulk amount of outer cable as i have a massive roll which i use. its got a teflon inner core and is unbranded but good stuff none the less.
can send you 20m for £15 if you like. should sort you out for quite a few bikes. can do more or less than that if needed

The only pointers I can give, are that it's very difficult to persuade the larger distributors to deal with you, unless you have a 'bricks-and-mortar' store. Distros are worries that internet retailers will undercut their longer-established customers, and create bad feeling amongst them.
If I was to try to start trading again, my first port of call would be http://unionofpedallers.cc/ as they appear to be supporting the little guy, but I can't vouch for whether or not they'd deal with a non-physical shop. Always worth a try though!

The following does relate to things like headsets, mechs etc more than consumables like the OP mentions but CRC were often cheaper than and charged less postage than the 'proper' supplier (madison, fisher etc) last time I worked in a shop.
Has anyone got any info on where I can bulk buy brake pads, chains, cassettes and quicklinks?
Have started a bit of work from home and would like to have some stuff in stock.
Also want to keep items high quality so probably swisstop pads and kmc chains.
Have managed to locate jagwire housing and cables already.
Thanks in advance.
