I was considering going from 42/16 to 42/17 so I can work on my spinning skillz, but I was told it was VERY spinney on flats. How do you find it?

alright if you just wanna casually roll around the city and nice and nimble, but spinny as hell on any down hill and hard to get a decent speed up.
