Clamp the base bar right up to the quill bit and then maybe whack it a couple times while drenched in WD40 etc. You might be able to get more overall direct force to the quill clamp area.
Looks like it might have a cm of space behind the quill stem clamp so hitting it either way could work? always use something with rubber or wood to avoid scratching
